Serials Policy Committee

Meeting, February 27, 2002

  1. Announcements: Michele welcomed LeiLani Freund to the meeting and announced that LeiLani would be replacing Shelley Arlen on the Committee, representing HSS Reference.   Rich announced that Serials Solution software is in place and will be made public for patron use after spring break.  He encouraged members of the group to try the service to become familiar with its operation.  Bob Singerman announced the charge of the “Library West Collection Preparation Steering Committee”.  Bob is chairing the committee and will report their efforts at these meetings in the future. Michele announced that the SwetsBlackwell annual renewals for the UK and US accounts have been posted and processed.  Both prepayment accounts are now expended.  Michele asked for help in identifying records to tag for test migration  - send her any NOTIS records and identify the information you wish to see successfully migrated to the new LMS.  Michele also asked that folks receiving usage statistics from electronic resources share the data they’ve received with her as she is compiling a spreadsheet of usage statistics and how they are generated/distributed.
  2. Report on SwetsBlackwell meeting during ALA. Michele and Doug said that their meeting with SwetsBlackwell was a success in that many of the claiming and DataSwetsConnect problems they brought to SwetsBlackwell’s attention are in the process of being resolved.  Michele told the vendor that UF would be canceling around 200 domestic titles for the renewal period 2003/04.  SwetsBlackwell agreed to draft a letter of agreement and include statements about timely invoice statements, claims, and claim responses.  Michele and Doug will continue to monitor the service quality.
  3. Report on restructuring of Serials Operational Committee.  Doug began the discussion with the announcement that the Periodical Unit idea recommended in the 1998 HSS Periodicals Task Force report will not be implemented.  Serials Acquisitions and Binding Units will remain in Library East performing check in, claiming and binding operations; however, staff in these areas will continue service desk assignments.  The Serials and Binding Operations groups will focus on two future developments: the new library building and the migration to the new LMS.  “Library West Periodical Transition Team” will meet 8 times a year to discuss serials and binding policies and procedures for the HSS collection with an emphasis on future transition to the new building. “Serials Preparation Team” will be a much larger group, as it will include branches and other collections throughout the library system.  This group will focus on maintaining standard operations for serials processing with an emphasis on preparation for the LMS migration.  Cathy and Doug will rotate serving as chair on each of these committees.     
  4. Review Serials Policy Committee charge and discuss future directions/membership:  The group reviewed the list of members and suggested that a representative from HSCL and Access Services be appointed to the committee.  The name of the group will change to Continuing Resources Policy Committee – this name better describes all the formats that UF receives on an ongoing basis or “Until forbidden” renewal.  The group recognizes that many of the future discussions and possible policies will focus on implementing the new LMS.  We also understand that managing the electronic resource collection has occupied many of our discussions in the group and that trend will more than likely continue.  Michele will draft a new charge and objectives for the committee and ask Martha Hruska for her perspective.  Michele will share the draft with the group and add it as the first agenda item for discussion in March.
  5. LMS migration status and issues.  Rich reported briefly on the LMS meetings and activities various implementation groups are engaged in.  Reports of these activities and discussions are located on the following Web pages:
