CHARGE:

  1. The recent numerous relocations of staff and collections in the Libraries require that issues of Building Security and Personal Safety be studied and defined in terms of both present occupancy and proposed space usage. Some matters of safety or security require immediate attention while others may be of a longer term, policy-oriented nature. It will be the responsibility of this committee to identify and prioritize problem areas which are of immediate concern and offer solutions which can be implemented in a timely, cost-effective manner. Long-standing security issues, such as those which may affect library-wide policies or procedures should be defined and solutions proposed. Personal safety and security training should be conducted where feasible and coordinated with the Staff Development Committee.

  2. Physical surveys of all buildings should be conducted. Of immediate concern is the Smathers Library (Library East) where safety issues related to the renovation must be monitored on a regular basis. Up-dates, safety concerns and/or solutions proposed should be reported at the regularly scheduled Tuesday morning meetings related to the renovation.

    The surveys should include, but not be limited to the following:

    1. Doors.
      Both exterior and interior doors should be studied in terms of physical condition, public/private access, traffic patterns, locks and keys, control devices, etc.

    2. Windows.
      Physical condition and integrity, locks, access, etc.

    3. Lighting.
      Adequate lighting levels.

    4. Alarms.
      Fire and security.
      Review fire preparedness including fire extinguishers, designated staff meeting locations and patron management.

    5. Elevators.
      Controlled access to different levels.
      In the case of Smathers Library (Library East), stairwells must be monitored to ensure there are no safety hazards. This building's elevator is scheduled to be inoperable for a period of approximately six to eight months, beginning 1996 March 23.

    6. Signage.
      Exit, emergency, fire, directional, etc.

    7. Staff responsibilities.
      Opening and closing procedures, response to emergencies, etc.

  3. As much as possible, the members of this committee will also serve as the designated Building Emergency Coordinators (BEC's) or alternates, for their respective buildings as assigned by the Library Disaster Plan. One of the objectives of the committee witll be to complete the annual review of the plan and make changes as necessary. Each member will also be responsible for detailing procedures and responsibilities for his/her respective building.

  4. An up-dated listing of building coordinators and alternates should be prepared and issued to the Director for Support Services for dissemination to appropriate university officials and library staff.

  5. Re-evaluate the need to refresh personnel who participated in the CPR training courses and investigate the need for continuation of the program.
