United States Department of Agriculture

The U.S. Department of Agriculture sent Charles Richards Dodge, Special Agent in Charge of the Fiber Investigations, to investigate sisal hemp and other fiber producing plants in Florida beginning in 1889. Dodge's research eventually led to the Department of Agriculture allocating a small amount of funds to the Florida Fiber Company's new Middle River plantation to encourage the industry.
