The Incoming Package Log show which packages passed validation and which failed. In addition, it
shows which collections were flaged for subsequent search index building.
The List of Failures includes all items which were sent to UFDC and subsequently failed, with links
to each individual failure report.
There is currenlty one log which is generated by the Loader.
